Sorry about that. Let’s try this again. Draft #2 of the proposed USAC legislation is on the WCA site here: http://wicycling.org/media/legislation 2010 final version for meeting.pdf

I believe that our rep to the board is Gordy Paulson of the WCA.  Steve Hansen and Dave Fowkes of the ICA will be in Colorado Springs for the Local Association meeting also.

One of the other changes includes 16 year olds racing in 16-18 Kerin or Madison Championships or in Team Championships may ride in unrestricted gearing. This was allowed at Jr Track Championships earlier this year, per memo from Ben Sharp referencing a review of the rules by Sean Farrell.

Does anyone know if the voting occurs change by change or just one vote for the whole package? Note the prohibition on unauthorized feeding (hand-ups) in cyclocross and banning video equipment (handlebar or helmet cams) on bikes.

Heaven forbid somebody does something to make bicycle racing fun.

Does anyone know the background on why they are banning video recording equipment?

Are they really changing the free lap rule so that you need be able to race the last 7km of the race?  Did I misinterpret the change or does this effectively mean that racers won’t be able to get a free lap in the last 3-5 laps of a crit (depending on the length of the course)?

@Suchandra Isn’t that the way it’s always been, that there are no free laps in the final few laps? I think the only difference here is that the cut-off becomes when you exit the pit, not when you enter it.

There are two proposals before the board:

a. UR09.26 This one amends rule 3D5(d)

b. UR09.27 This one rewrites rule 3D5(d) and is missing language about riders who are ineligible for a free lap.

Let those with a JD degree figure this one out.

If anyone is concerned, they are also considering dropping the U23 Track Championships. UR09.36

On the Women’s side UR09.37 states:

“...Women’s Madison (cat 1-3)**
  Tandem Sprint (if velodrome is
suitable) (cat 1-2 for the pilot)

* A minimum of three eligible teams must
compete in order for a National
  Champion to be determined.
** add conditions (6 teams? Begin in
  2011?)”

Which by my interpretation means that the Women’s Madison must have 6 teams competing in 2011 in order to have a National Championship. While there is no such condition for 2010.

Regarding the Women’s Madison, we had 10 teams this year at Nats and it was an “exposition” event.  There will probably be more teams next year, given how popular Madison racing is once again becoming.  I can’t imagine the field minimum will ever be an issue.  But the tandem sprint ... I’ve never seen that run.  Isn’t T-town the only track that does it every year?

I’ve seen the tandem sprint practiced at Colorado Springs and ADT. I don’t know about T-town. Check with your buddies at NSC to see what they have up there.

Glad to see so many womens teams for the Madison. I just wanted to let you know what I know.
